Project Overview
This was a full single-ply roof replacement on a government facility where the existing spray foam system had reached the point where ongoing maintenance was no longer the smart play. The scope called for a clean reset: remove the old roof down to a reliable substrate, rebuild the roof assembly for drainage and durability, then finish with a proven commercial membrane system that can take day-to-day exposure without turning every small detail into a future leak.
RTG Solutions handled the tear-off and rebuild as a complete system, not a surface refresh. That meant dialing in the layers that control performance long after the ribbon-cutting: the tapered insulation package, the cover board, the adhesion method, and the perimeter metal where roofs usually win or lose.
Location
Shippensburg sits in the part of Central Pennsylvania where roofs get the full four-season treatment: summer heat, wind-driven storms, cold snaps, freeze-thaw swings, and long stretches where moisture hangs around longer than anyone wants. On a low-slope roof, that reality shows up fast at terminations, edges, and penetrations. Details matter here, because weather does not negotiate.
This project was planned and executed with that in mind, including perimeter detailing and edge metal built to stay put and stay tight through thermal movement and seasonal stress.
Roof System and Materials
The starting point was removal of the existing spray foam roof system. From there, the build moved into the part that actually determines how a flat roof behaves: tapered insulation for drainage, then a 1/2-inch high-density cover board, with the assembly adhered using low-rise foam adhesive. That sequence is not decorative. It is what keeps the membrane supported, helps manage standing water risk, and reduces the “soft spots” that lead to premature wear.
The finished roof surface was a fully adhered 60-mil EPDM membrane manufactured by GenFlex. To close the system correctly at the perimeter, the project included new 24-gauge galvanized edge metal. After installation, the roof was inspected and approved for a 20-year NDL warranty, which is exactly the kind of box you want checked on a public-sector facility.
About the Client
The client for this project was the Pennsylvania Game Commission, a Pennsylvania state agency. Government facilities are expected to stay operational, budgets and timelines are real constraints, and the work has to be done cleanly, safely, and to spec, with documentation and accountability built into the process.
